I'm delighted to report that at long last, a Region 1 DVD release for "Dickensian" has been scheduled! It will be out in October. You can pre-order from BBC Shop. (Amazon also has it, but for some reason they're saying they don't have it until December. That may change, though, so keep an eye out.)
